I'm absolutely not a legal expert, but I do know that the children's parents or legal guardians would have to register the child on the state site themselves. At that point, they are the homeschool teacher, but to me that could simply mean they are the head of school, so to speak. If they choose you as a tutor for some of their children's education, I would think that would be a choice they could make. As homeschoolers, we often work together with different parents teaching a group, or we may pay those who have more expertise than we do in certain subjects to teach classes or private lessons, so I'm not sure your situation is much different.
